Actually the problem was the woman had just moved in and the electricity
wasn't turned on yet.
(I was thinking the electricity was off, but I remembered it as "we don't
have electricity". That seemed implausable for the 1950s, especially for the
kind of ppl who'd be Lucy's neighbors. So I figured it must be a problem
with the outlet. But an online episode guide proved it was the electricity
after all. So I guess it's better to trust your instincts.)
