My copy of Mutt actually is configured to *ask* on Reply-to header
presence whether I want to honor it; on the list I usually do.

Yes, that's clear *now*.  But, you see, no on made that point until
now, so I didn't realize that the munging wasn't being done any longer.

Apparently I am, of course; my *point* (c'mon, guys; I'm not this
obscure; you're not this dumb) is that *no one made the point that the
standing rules had changed when the list moved*.

Or at least, I never saw them.

At the moment, of course, yes it is.  Though, as noted, when I reply to
you replying to a querent, it means *you* will get 2 copies, and they
will not get anything.
