Erm... if he's talking about command.com in Windows 95/98/ME, then it is
slightly different. (But pretty much the same). Windows CLI programs can
be run from command.com, but can access the Win32 API. The setiathome
program is most likely a Windows CLI app, not a DOS app per se.
