And the GI Bill reimburses college expenses for those in the military.
Most people who joined the military the past thirty years did so for the
education benefits; it's the only way the poor can afford college.
Since there was no war on the horizon in the late 70s, 80s, and most of
the 90s, they assumed it was a safe gamble.  Then they were sent to
Kuwait in 1990, Afghanistan in 2002, and Iraq in 2003, and it was quite
a shock.
