OK. I managed to locate a thread that gave the bug fix.

(Yes! It is old).

The fix is (quoting Steinar Bang):

	My /etc/apt/apt.conf file, now holds the following line:

	APT::Cache-Limit 104857600;

	After that apt-get update went smoothly.

This fix should not be required for apt's of recent vintage; but some
might believe in old being gold.
