I hope you'll pardon me if I find vanishingly little difference between
announcing what something should be and proclaiming what it is in all
capital letters.

As to metaphor, oh very well:  Your choice of metaphor would seem to
suggest that the "support customer" of this "support ticket queue" isn't
expected to learn anything or contribute anything.  He just emerges with
the biscuit in his mouth of his problem du jour's solution.

Heather seems to think otherwise, judging from her most recent post.

I find some metaphors distinctly unhealthy, and yours in that case to be
outright abhorrent -- but you might have meant only some part of it.
